Abstract:

This paper considers the role played by the Commons Preservation Society (CPS) in defending Berkhamsted Common in Hertfordshire from enclosure 1866–1870. The CPS was an organised pressure group, which deployed a series of legal and historical arguments to defend open spaces from development and to encourage anti-enclosure legislation. At Berkhamsted the CPS orchestrated a fence break in March 1866 to oppose forcibly the enclosure of a portion of the common by the trustees of the second Earl Brownlow. The primary purpose of the paper is to demonstrate how material gathered by lawyers working for the CPS in the course of the subsequent legal dispute over the fence break can be used to throw new light upon the uses of common lands in the later nineteenth century. A secondary aim of the paper is to consider the longer-term impact of the CPS on debates about common land and enclosure, and to point to the need for further research into the origins, motivations and activities of the Society.

Abstract:

AbstractThe Victorian open space movement is accounted for variously by nostalgia, progress, and a changed conception of national identity, but explanatory factors are generally understood in secular ways which take little account of the pervasive influence of contemporary Christianity. These explanations overlap with discussions of nineteenth-century leisure which stress its links with secularisation. Christianity however was a significant motivation for some open space campaigners whose theology explained how nature was to uplift those who experienced it. This paper considers the Commons Preservation Society, founded in 1865; the preservation of Epping Forest for recreation between 1865 and 1880; and the forest's management in the 1880s and 1890s. It argues that although histories of the Commons Preservation Society and the Epping Forest campaign describe them in secular, rational terms, many prominent campaigners were motivated by religion, in the sense of orthodox Christianity. Practical religion significantly affected the development of mass recreation for the poor in the forest. Explanations of the open space movement which ignore religion thus seem inadequate.

Abstract:

Abstract The legal framework governing global commons still remains largely unexplored and consequently unregulated, opening the possibility of innovations to resolve transnational global problems. This results in building a dialogue between multiple stakeholders including international organisations, civil society, and emerging powers, resulting in shaping of the modern international law. With China’s growth in global commons domain, on account of reorientation in its foreign policy and increased engagement with international law, it is essential to understand in totality its contribution towards formulation and implementation of public policies at the national, international, and transnational levels. In this backdrop, the article attempts to understand how China influences development of regulatory frameworks governing the internet, space activities, and climate change. Focusing on China’s role as a ‘norm-taker’, ‘norm-maker’ or ‘norm-shaker’ of global governance, the article seeks to analyse its engagement in enhancing or impeding the preservation and fair allocation of resources.

Abstract:

In the neoliberal era, social counter-power emerges as the main resurgent force to contend the capital–state complex, whether in the form of labour struggles or direct democratic movements or in the form of struggles for the preservation/diffusion of the commons. Political forces within these societies in motion do not play the role of revolutionary vanguards, instead they protect and facilitate the process of the social revolution by political or military means. At the negative pole of the duality, the failure to sustain social reproduction under extreme conditions of inequality and corruption gives rise either to ‘failed states’ or to progressive governments, which start building their hegemony in complex interrelation to grassroots movements. In this context, we are in need of subversive politics that weaken the bourgeois state by facilitating the emancipation of society.

Abstract:

When citizens in a poor constrained society are unequally endowed, they are likely to find it hard to agree on reforms, even though the status quo hurts them collectively. Each citizen group or constituency prefers reforms that expand its opportunities, but in an unequal society, this will typically hurt another constituency's rents. Competitive rent preservation ensures no comprehensive reform path may command broad support. The roots of underdevelopment may therefore lie in the natural tendency toward rent preservation in a divided society. (JEL D72, O10, O17)

Abstract:

Abstract This paper details the salting-out method, which uses the salts potassium carbonate and sodium chloride to distinguish between the three most commonly used fluid preservatives: ethanol, isopropanol, and formalin. A summary of other methods to identify fluid preservative type and a review of the salting-out method published by Mayfield (2013, Distinguishing between ethanol and isopropanol in natural history collection fluid storage, Society for the Preservation of Natural History Collections, https://spnhc.org/wp-content/uploads/2018/11/Mayfieldfinalwithtablechanges.pdf) are provided. A new salting-out method is presented, which requires a small fluid sample (2–4 ml). It is simple, quick, and relatively inexpensive to implement, making it a viable method to distinguish between common fluid preservatives. The materials and equipment for the salting-out test cost just over $100 US, and tests take approximately 3 minutes per container. Results of testing on known concentrations and combinations of ethanol, isopropanol, and formalin (a solution of formaldehyde in water) and on samples of fluid preservatives from specimen containers in the Smithsonian National Museum of Natural History and Bernice Pauahi Bishop Museum collections are presented. The results of salting-out tests have been verified by direct analysis in real time mass spectrometry (DART-MS) (Cody et al., 2005, Versatile new ion source for the analysis of materials in open air under ambient conditions, Analytical Chemistry 77(8):2297–302), which confirmed the results of salting-out tests but also highlighted some limitations, particularly when combinations of fluid preservative are encountered.

Abstract:

Basic values in Canadian society are thought to be moving toward an expanded conservation ethic. There are two schools of thought. "Wise-use" conservation signifies management of forests and wildlife to maximize utilitarian values. "Preservationist" conservation is more concerned with intrinsic values in nature. Canadian common law and statutes are examined to determine what support they provide for "wise-use" conservation or a "preservationist" approach to resource management. Deficiencies are identified. Moreover, where statutes do impress on resource managers a duty to employ "wise-use" principles, noncompliance is often tolerated and Canadian courts are reluctant to hold public servants to the letter of the law. Integrated management is a precondition to making the trade-offs between forests and wildlife required by a "wise-use" policy, but by itself, provides no measure by which to make such trade-offs. "Wise-use" principles do provide such a measure, but their utilitarian emphasis invariably reduces wildlife to second place in competition with trees. If society wants to preserve intrinsic values in wildlife, the only alternative strategies available are raw potential power or charterlike laws that express clear principles of preservation. These laws would be society's choice in favour of arresting the deterioration in the natural environment documented in the World Conservation Strategy. Key words: Resource, Conservation, Conservation policy, Conservation law, Integration.

Abstract:

This study aims to determine the utilization of forests conducted by communities in forest area of Wolasi sub-district. This research was conducted in Wolasi forest sub-district of Southeast Sulawesi Province. The research methods used were survey and interview with 86 and 87 respondents with purposive sampling by plotting two different villages characteristics to represent forest utilization form in different area (villages in lowland landforms) and Aoma village (village has the shape of hilly terrain). The result of this study examining the forests utilization of inhabitants in Wolasi sub-district, which is represented by two topographic characteristics. Reseacher selected two similar conditions that engage the forest as a source of daily needs and workface that is considered as a resource, producing timber and non-timber products. Ranowila inhabitants occupations are dominated with farmers, while in Leleka village, despite being farmers, some inhabitants are craftsmen of non-timber forest products such as bamboo and rattan as well as furniture entrepreneur. This fact is influenced by residential areas that close to the forest and can be observed through the neighbourhood area which is close to the temporary forest area in Leleka Village. Temporary forest is located in an area which always extends land, since the topography circ*mstance encourages numerous people prefer to live closely towards their managed land. The forest is beneficial both in the term of land utilization or forest products, due to the distance there is limited knowledge,as well as limited work, it enhances low expenditure obtained. Abstract:

The article is devoted to the problem of actualizing the role of historical heritage and cultural memory of the Swedish community of Kherson region in the national narrative of Ukraine. The study is based on the analysis of modern Swedish English and Ukrainian historiography, application of interdisciplinary discourse and methodological approaches to colonial studies, micro-history, cultural memory and identity studies. It aimed to clarify the factors determining sociocultural processes of adaptation and preservation of Swedish colonists’ identity during the long period of their settlement in the south of Ukraine and later reintegration into Swedish society. As a result of scientific analysis, the cornerstones of the historical past of the Swedish colonists are reproduced. The cultural heritage and identity of the Swedes after migrating to the Russian Empire underwent significant changes and evolution in a specific natural and social environment. Changes in political regimes and historical events in the late XVIII–XX centuries. had a direct impact on the processes of self-identification of Swedish colonists. At the same time, the ability of Old Swedes to maintain contact with their homeland helped to preserve their identity, cultural and mental characteristics, which enabled them to return to their homeland and reintegrate into Swedish society. The article presents forms of preservation and presentation of the cultural memory of the Swedish community in modern public discourse. One of the important channels of modern cultural communication and popularization of the historical heritage of the Swedish community is its presentation in museum expositions and places of remembrance in Ukraine and Sweden. The European dimension gives special relevance to the research topic. The image of the village and the preservation of the identity of the Swedish community have been significantly influenced by its constant contacts with Sweden and the Swedes of Finland in the past and present. Visit of the King of Sweden Carl XVI Gustaf and Queen Sylvia of village Zmiivka in Ukraine in 2008 and the meeting with the descendants of the Old Swedes became the object of great attention of the wide public discourse in Ukraine and Sweden. It contributes to the strengthening and development of intercultural contacts and relations. My visit Roma in Gotland, Sweden in the framework of the European educational program in autumn of 2021, personal acquaintance with the museum exposition of Svenskbygården about the fate of Swedish colonists in Ukraine, direct communication with their descendants, contributed to the the research. Therefore, the article has a direct entry into the plane of public history.

Abstract:

In every society, culture remains to be the primary identity that distinguishes its members from other societies. Two of the ways in which culture is accentuated and manifested are the society’s language and food or cuisine. As such, investigating them revitalizes, promotes, and preserves one society’s culture. In such context, this study was conceptualized and implemented to document the indigenous food preservation techniques and language of the people of Cervantes, Ilocos Sur, Philippines. Through community immersion, interviews, observation, the study revealed that salting, smoking, drying, and fermenting are the common food preservation techniques. In salting, panag-etag and panag-asin are the two identified indigenous food preservation techniques, while panagtapa and panagkiing are the techniques employed in drying. Meanwhile, panagsuob is being practiced under smoking, and panagbubod is done in fermentation. The identified languages are those that are being used in each of the identified indigenous food preservation techniques. The study also revealed that the developed Cervantesian Indigenous Food Preservation Handbook is valid, useful, functional, and informative. Hence, the study concludes that the people of Cervantes still practice and preserve their indigenous food preservation techniques that may be extended to other people through seminars and training for cultural promotion and preservation.

Abstract:

Abstract The jus commune (droit commun) is the intellectual canvas upon which any rule of law is built upon within a given society, that must be integrated in any interpretation or construction process in any field of law, even constitutional law. As the jus commune bears a series of structural values, one ponders as to the correct construction of linguistic law to be held in that regard within a minority society entrenched inside a greater federal superstructure, where linguistic preservation is a collective existential matter. The author submits that the Supreme Court of Canada may have neglected to consider this important factor in Quebec when striking down large sections of the Charter of the French Language pertaining to the official language of law and judicial decisions in the 1979 Blaikie case, in which it imposed official constitutional bilingualism in matters of legislation and judicial decisions to the enclaved French-speaking province. Perhaps the appropriateness of this decision should be revisited.

Abstract:

The current convergence of interest in archives has generated issues for the archival community and archival practice. These issues- access and preservation, digitization and copyright, user expectations, and global economic realities- are topical and are a determinant in dispensing quality archival services to individuals, and researchers, and a tool for a common understanding and tackling of national and global issues. This paper therefore takes a critical look at them, with a view to proffering possible way out. The paper observed that the ‘slow and steady moving’ archival field will continue to evolve as the world is in a state of constant flux. The paper therefore calls for the need to open up the archives more, through a corresponding increased research attention to keep pace with the continual evolving archival issues; building collaboration and partnerships among archival stakeholders; archival marketing; and entrepreneurial archiving.

Abstract:

Central Asia has one of the deepest and richest histories of any region on the planet. First settled some 6500 years ago by oasis-based farming communities, the deserts, steppe and mountains of Central Asia were subsequently home to many pastoral nomadic confederations, and also to large scale complex societies such as the Oxus Civilization and the Parthian and Kushan Empires. Central Asia also functioned as the major hub for trans-Eurasian trade and exchange networks during three distinct Silk Roads eras. Throughout much of the second millennium of the Common Era, then under the control of a succession of Turkic and Persian Islamic dynasties, already impressive trading cities such as Bukhara and Samarkand were further adorned with superb madrassas and mosques. Many of these suffered destruction at the hands of the Mongols in the 13th century, but Timur and his Timurid successors rebuilt the cities and added numerous impressive buildings during the late-14th and early-15th centuries. Further superb buildings were added to these cities by the Shaybanids during the 16th century, yet thereafter neglect by subsequent rulers, and the drying up of Silk Roads trade, meant that, by the mid-18th century when expansive Tsarist Russia began to incorporate these regions into its empire, many of the great pre- and post-Islamic buildings of Central Asia had fallen into ruin. This colonization of the region by the Russians, and its later incorporation into the Union of Society Socialist Republics in 1919, brought Central Asia to the attention of Russian and Soviet archaeologists and urban planners. It was these town planners and engineers who were eventually responsible for preserving many of the decaying monuments and historic urban cores of Central Asia, despite the often-challenging ideological constraints they were forced to work under. The paper focuses particularly on the effect of these preservation policy decisions in Uzbekistan, where the process has been best documented. It argues that Soviet authorities struggled constantly with ways of recognizing the need for historical preservation while at the same time creating a new society that had cast off the shackles of its ‘feudal past’.

Abstract:

Religious life in all eras is accompanied not only by real facts, but also by their subjective perception. It is fixed not so much reality as the imagination of it. Among the common beliefs, a special place belongs to stereotypes, which, on the one hand, systematize and generalize ideas about the world, helping people to adequately perceive and interpret being, and on the other - preserving these ideas, which sometimes prevents people from entering new life. History has given rise to many religious stereotypes, by virtue of which the constitution and preservation of ethnic groups, nations, religious communities, and confessions took place. However, uncontrolled domination, and especially the use of these stereotypes in the theory and practice of social and individual existence, led to complications in the functioning of ethno-religious communities, to their struggle, even destruction, resulting in the disappearance of some and other ethnicities, nations, religions. and churches. The reality of the society in which we live is on

Abstract:

This paper discusses the importance that cultural heritage has for Norwegians of Turkish decent when it comes to negotiating both their belonging and the concept of home. The role of heritage in making and crossing the boundaries of ethnicity is also discussed here. I argue that Norwegian Turks have developed a multi-layered sense of belonging based on the identification with groups and places located both in Turkey and in Norway. They participate in Norwegian society while identifying themselves as Turks and negotiations of cultural heritage contribute to the preservation of consistent image of themselves as they adopt common Norwegian lifestyles.

Abstract:

e24057 Background: The American Society of Clinical Oncology guidelines recommend discussing the possibility of infertility in cancer patients of childbearing age being treated with gonadotoxic therapies. This prospective study examines the reproductive history and future family building preferences of young women with breast cancer. Methods: This is an Institutional Review Board approved prospective study of women < 45 years of age with non-metastatic invasive breast cancer who completed a questionnaire on reproductive history and family building preferences between April 2013 and December 2019. Questionnaires were administered at initial diagnosis and then annually. Results: Baseline questionnaires were completed by 164 women with a median age of 39 years old (range 20-45); 110 (59%) completed the 1 year follow up survey. Clinicopathologic features and treatment are shown in the table. The majority of women (n = 90, 55%) were parous and many had previous infertility (n = 60, 37%) at time of diagnosis. Most women (n = 87, 53%) wanted additional children or were unsure. Interest in embryo and/or oocyte cryopreservation was common (n = 51, 31%) as was interest in adoption (n = 52, 32%). Of the 110 women who completed the one year follow-up, 39 (35%) saw a reproductive endocrinologist, including 22 (20%) who elected embryo (n = 14) or oocyte (n = 8) cryopreservation. Overall, 88 (80%) women declined fertility preservation. The most common reasons included worrying about delay in cancer treatment (n = 10, 9%), fear of hormonal exposure (n = 7, 6%), and feeling rushed into making a decision (n = 6, 6%). Of 92 women with available data regarding satisfaction with their decision to pursue fertility preservation or not, 84% (n = 77) reported satisfaction whereas 14% (n = 15) reported mixed feelings or regret. Conclusions: Young women with breast cancer expressed a significant interest in family building options. However, pursuit of fertility preservation was uncommon despite a high rate of prior infertility in this cohort of mostly parous women. Decisional satisfaction was common. Further study of factors contributing to patient decision-making regarding fertility preservation and alternative family building options is warranted. Clinical trial information: NCT01788839 . Abstract:

The article is devoted to the analysis of the prospects for the development and preservation of the ethnic identity of the Adyghe youth, the question of determining the place of the traditional institution «Adyghe Khabze» in the modern Adyghe society is raised. The historical context of the formation of the Adyghe ethnos is considered, Professor I.I. Maremshaova believes that the formation of the common Caucasian proto-archetypes took place under the influence of significant outside influence. Modern attempts to reconstruct and restore the glorious past do not take into account that it has long since sunk into oblivion, there is only a shadow of past victories, and we, in particular, the Circassians, peck at our heroic past, extracting past merits from there. It is imperative to create an image of a progressive region and nation. We need historical heroes and characters to create national examples and landmarks, the Adygs need not only the images of military leaders and athletes, but scientists, doctors, firefighters, modern figures of art and education.

The study of the interrelationship of written literature and folklore is of particular importance in the preservation of the common cultural heritage of mankind and each nation. It is also a powerful weapon in identifying peoples, nations, communities, and age groups and bringing them closer together. Traditional folk culture is not only a dialogue between different nations, but also a dialogue between different peoples. Without it, under the influence of popular culture, young people become addicted to stereotypes that are alien to nationalism, a feeling that often puts nationalism second to none. The spirit of the society, which has lost touch with the roots of national culture, weakens, loses its direction in the definition of moral and artistic dignity.

Abstract:

The exceptional contribution of Felix Kanitz to Bulgarian scientific and cultural development is an occasion to present to Bulgarian and European public his artistic and documentary heritage, to turn again our attention to the personality and the significant achievements of the great explorer of the Balkans in the 60s and 70s of the nineteenth century. Kanitz`s imagery and literary heritage belong to the most valuable elements of our material and spiritual culture. In the prospect of association of our society to the European community Kanitz`s works should be understandably promoted in the scientific space so as to point out Felix Kanitz`s cultural contributions to Bulgaria and to better identify his relationship with both the national Bulgarian identity and the Balkans and European nations. The artistic works and literary heritage of F. Kanitz which have been preserved until today are valuable elements of the common European material and spiritual culture. The time has come for them to be presented correctly in the scientific world and through the new communication technologies to become available for the public. The Scientific Archive and the Central Library of BAS have a mutual project for specifying and broadening the knowledge about the life and work of Kanitz, and for digitalizing and publishing pages of his private archives. This is a responsible researchers` task which has an important significance for affiliating the Bulgarian culture into European cultural environment.

Abstract:

Purpose The purpose of this paper is to highlight the long-term preservation challenges that the Swedish private archives are faced with. In as much as they offer a complement to the public archives and hence offer a nuanced national narrative, they lack both financial and human resources to effectively deal with the digital information management environment. Design/methodology/approach Participatory Action Research (PAR) was used to identify the challenges of long-term preservation together with the six private archives institutions that were involved in the collaboration. The collaboration was financially facilitated by the Södertörn University. PAR is defined as a systematic investigation, with the collaboration of those affected by the issue being studied, for the purposes of education and taking action or effecting social change. What is distinctive of PAR is the active involvement of people whose lives are affected by the phenomenon under study. Findings The private archival institutions face long-term preservation challenges such as lack of a digital repository that would facilitate the capture, organization and management of digital records that are of different formats and in a dispersed environment. There are no stringent legal requirements to facilitate the creation and management of the records in a standardized way and the institutions fear that imposing such requirements might deter their clients from depositing archival materials with them. The institutions will also need to espouse the business-oriented archival descriptions where private organizations are concerned to identify relevant archival materials and to promote participatory archival descriptions that would allow the creators to tag their records with metadata. Digital information requires a proactive approach, that is, planning for the long-term preservation of the information before it is created. Private archives need to invest in education packages that will facilitate their clientele’s understanding of the challenges of digital long-term preservation. Research limitations/implications The findings cannot be generalized to all private archival institutions, as it was only six institutions that participated, but the issues discussed are relevant to most archival institutions. Practical implications A lot of research has been carried out in the area of long-term preservation, but researchers have not paid enough attention to the woes of the private archives. To sustain a nuanced national narrative, the private archives need all the support to be able to live up to their mission of preserving archives of the private sector that are not captured by the public archival institutions. This is important in a pluralistic society such as Sweden. Highlighting the challenges might enable the institutions to work towards finding common challenges. Social implications The private archives are part of Sweden’s national heritage. Their preservation matters to the society as a whole and to enhancing the voices of the underrepresented. Originality/value The literature review revealed that not much research has paid attention to the challenges being faced by the private archives. This paper, therefore, contributes to this knowledge gap.

Abstract:

Abstract. In the article the main sources of funding for cultural, tourism and creative industries in Ukraine were defined. The importance of building effective financial support for initiatives in this area was justified. The activities of the Ukrainian Cultural Foundation as a state institution responsible for the preservation of cultural heritage and development of Ukrainian culture in the context of current world trends were also analyzed. It was determined that the amount of funds allocated to the sphere of culture occupies a larger share in the budgets of most EU countries, compared to Ukraine. The importance of creative industries as a tool to intensify tourism activities at the regional and national levels was revealed. It was proved that the Ukrainian Cultural Foundation is an institution designed to create a new model of competitive promotion and multi-vector support of initiatives in the field of culture and creative industries. In these industries professionals, institutions and communities — the main groups of beneficiaries — act as partners for generation. new meanings and preservation of cultural capital necessary for the dynamic development of society. The analysis of state strategic documents, in particular the State Strategy for Regional Development 2020, showed that the areas of probable common interests of tourism, culture and creative industries are quite clearly defined and relate to historical and cultural heritage, museums, historical and monumental arts, architecture, archeology; original folk culture, customs, traditions, rituals, including national minorities. The new state strategy for regional development — 2027 focuses on the role of national and regional cultural and tourist routes. Sectoral strategies and international programs operating in Ukraine provide a detailed description of the area of probable common interests of culture and tourism. It was proved that an effectively built state financial support for initiatives in the field of culture, tourism and creative industries promotes cooperation between government, business and civil society, creates favorable conditions for effective and efficient investment, ensuring transparent, effective dialogue between all stakeholders to achieve stable results in the creation of a cultural product, the development of civil society and the internationalization of Ukrainian culture. Abstract:

Introduction. The relevance of this scientific article is due to the fact that the problem of law enforcement is directly related to the protection of the rights and freedoms of the individual, the successful development of individual social groups and society as a whole. Purpose. The authors set a goal to analyze the views of such researchers as R. von Mol, N. Delamar, I.T. Tarasov, I.E. Andreevsky, V.F. Deryuzhinsky, N.N. Belyavsky, V.M. Hesse and others on a number of major problems: the tasks of the police in law enforcement, the correlation of concepts: “law and order” and “deanery”, measures of police control and supervision, issues of combating criminal and political crime. Methodology. In preparing the scientific article, a system of methods for studying legal reality was used (general scientific methods: synthesis, analysis, deduction, induction, system-structural method; private scientific methods: dogmatic method, historical and legal method, comparative legal method, chronological method, retrospective analysis method). Results. In the course of the research, it turned out that for police scientists, the idea of the decisive role of the state in protecting the rule of law is characteristic. Conclusion. In their writings, police scientists emphasize the idea that the role of the state in the protection of the rule of law lies in the multifaceted activities of the police authorities, performing the protective function of the state. The concept of law and order during the study period was inseparable from the term “deanery” and constituted its legal basis. The goal of the state in the representation of power and society XVIII – beg. XX centuries there was an idea of a common good, repeatedly proclaimed both in legislative acts and in the writings of police researchers.

Abstract:

AbstractThis article explores the impact of the 1654 ordinance against challenges, duels, and provocations. Despite the Council of State's original intentions, this legislation offered non-elites the opportunity to prosecute threatening and abusive language as “provocations,” recasting interpersonal conflicts as dangerous to society rather than to an individual's “common fame.” Indeed, many of the cases prosecuted at the Middlesex sessions centered on “provocative” behavior that questioned normative social and gender relations, revealing how the Protectorate's anti-dueling legislation provided a new weapon in contests over social power. Comparing the creation and implementation of the 1654 ordinance, this article argues that the Protectorate's legislation exposed the connections between the regulation of social interactions and the preservation of the social and political order.

Abstract:

The Nepali Army was founded initially as the Gorkha Army around 450 Years ago. Since its inception, the Nepali Army as the nation's largest organization has not only been ensuring our territorial integrity but has also been connecting multi-ethnic, multi-lingual, multi-religious, multi-cultural Nepalese society in a common thread by preserving its rich tangible and intangible cultural heritages along with the associated traditions. In this regard, this study predominantly illuminates the fact that modern-day Nepal has been shaped through the sacrifices of the Nepali Army and their histories are interwoven altogether. This research illustrates that the Nepali Army has been preserving and promoting Nepalese art, culture, and tradition for centuries both in times of peace and war. Despite socio-economic and political shifts in the nation's history over time, the Nepali Army has remained resolute in its spirit assimilating various cultural transplants within the organization promoting cultural relativism. Within this frame of reference, this study primarily aims to unfold major hurdles the Nepali Army is currently facing in the conundrum of operational and ceremonial duties along with the impacts of modern world issues, such as digitization and modernization. To fulfil objectives, this study follows a qualitative research methodology. It analyzes data collected from various primary and secondary sources and analyze it to draw out relevant inferences. I explore the military institution's roles to promote arts and cultures based on quantitative data with qualitative analysis.

Abstract:

COVID-19 era forced society, cities and shared spaces at the edges of society, progressively shattering their own memory. The most common and crowded places have become almost exclusively virtual, hastening a process of digitalization and technological growth aimed by the Sustainable Development Goals (SDGs) of the 2030 UN ‘Agenda’, but which is still immature and superficial because, in many cases, it is forced by an emergency rather than by a consciously planned evolution. Moreover, the temporary emptying of metropolitan areas and the denial of social relations at all levels - personal, work, psycho-cultural and recreational - has progressively, but not indelibly, determined a sort of schizophrenia of the ‘signifiers’ as well as the ‘meanings’ of the urban fabric, of the memory of the spaces’ use, as well as of public buildings or private houses. The current boundary between analog and digital, that will hopefully be transformed into one harmonious integration and interaction, is the field on which the paper intends to focus its attention trying to define a balance (trans- and post-pandemic) between the re-appropriation of the collective living and the preservation of advantages widely demonstrated by the support that digital technologies can offer.

Abstract:

In 1941, Prime Minister Godfrey Huggins of Southern Rhodesia presented a prescription for his colony's survival under white stewardship. ‘It is essential for the preservation of the European civilization,’ he wrote, ‘that the African should be advanced’. A decade later, the variables in this explicitly racial equation had been fleshed out, and black Southern Rhodesians were subjected to a revised and actively interventionist regime of governance – a regime that we would immediately recognize today as one of ‘development’. As such, it had much in common with the forms and strategies through which ‘development’ was pursued elsewhere in the late colonial world: its local theorists sought justification in the sciences of nature and society, while its political apologists claimed to be twinning moral uplift with the material improvement of those ‘natives’ supposedly entrusted to their civilized care.

Abstract:

After a period of continuous troubles that Ukraine has witnessed over a period of its history, the issue of national identity today appears to be more acute than ever before. It is explained by various reasons that are not under consideration in this research. However, the notion of national identity, its factors and modern perspectives are of a great scientific importance. Amid the principles of identity there is one that refers to the existential feeling of belonging and the desire to unite in factions with those who share similar interests. Besides, national identity is viewed as the factor that affects the preservation and development of the Ukrainian nation. The paper presents the research with aim to define the national identity and its integral parts that are essential for identity preservation. National identity is understood as a collective structure that illustrates how similar or different the elements of society are. Five factors of national identity that are considered in the paper are the collective identification that is realized in religious and cultural beliefs, common history and the feeling of belonging, active social life, which is illustrated by one’s participation in cultural activities, geographical belonging and national character that is a set of cultural believes followed by the representatives of a particular national group. The literary work of Lesia Bohuslavets, a Ukrainian immigrant who lives in Australia, is under consideration in this paper. She was defined as a writer under analysis as she is viewed as an example of those conscientious Ukrainians who feel responsible for cultural and national preservation. The literary work “My Australian kuma” of Lesia Bohuslavets was analysed by means of content analysis which is a statistic means of language evaluation. The result of content analysis proved that national character and active social life categories were marked with the highest variables. It means that exactly these factors are the most influential in the context of national identity preservation. Key words: active social participation, content analysis, national character, national identity.

Abstract:

The article deals with the issues of modern Russian political discourse - the interaction of power and society, political communication, the influence of power through the spoken and written word on the mass consciousness. The significance of the problem in modern society is associated with the expansion of the political space through multi-sided political communication, the introduction of new subjects in the political polylogue, the dissemination of information flows that are exchanged by participants in the political process and which are not always adequately perceived and processed by them, which creates opportunities for purposeful management of people's behavior. In Russian political practice, this has been noted in various forms of controlled protest. Media texts, the interpretation of written texts in their variety of genres, the ability to persuade in oral speeches, the use of political terms, informal words and expressions, slang, depending on the audience and the goals set by the speakers, are becoming more and more common forms of influence. Modern political discourse is shown as existing outside of the moral requirements and restrictions imposed by the authorities, who pursue the main goal of self - preservation and self-restraint, and use all methods of manipulation for this purpose, creating a pseudo-reality. This is especially significant in times of political crises, when power structures and leaders begin to reveal their failure, inability to make adequate political decisions, compensating them with various technologies of zombie population. Channels of influence are the media, which in the conditions of the information society turn into another power institution. Manipulative influence of the word can be neutralized in the dialogue between the government and society, which implies a high level of political culture of the elite and citizens.

Abstract:

Theatre is predominantly a social form. Social history, which invites perspectives from “below,” stories of resistance, and awareness of how social organization stratifies, has had a profound effect on theatre studies since the 1970s. A wide scholarly purview on performative forms dates from the later nineteenth century, but social history changed awareness about historical contiguities of categories of community, amateur, and folk performance; tensions and exchanges among court, community, and professional performance constituencies; as well as greater respect for nonliterary traditions and unwritten forms of preservation and lineage. Social history, in short, prompted questions about who made theatre and how it mattered to the people who partook of it, including those who made it as well as others who consumed it, rather than more narrowly determining what constituted theatre (or drama) worthy of posterity. This approach—society as a group with common territory and interactions, enveloping each individual—could not be investigated as theatre history without a commensurate interest in culture. That is to say, not culture as the pinnacle of elites' achievements, but rather any social group's interpretation and use of common beliefs and values patterned by behavior and practices into religion, behavioral protocols, cuisine, and so on, including the arts. Wariness of a narrow elite construal of culture may be what keeps theatre historians from calling our field “cultural history,” for, though we embrace the ambit of social history, cultural history often comes in through the side door of sociological or anthropological theory. Cultural expressions are evident via how a society socializes, interacts, and adapts in ways that make the contours of the society legible to those within it, as well as differentiated from those who are outside it.

Abstract:

The article addresses the questions of social development related to the issue of the relationship between society and nature. The subject of social development is man endowed with reason, that is, the ability to create tools for living, using natural resources for his or her own interests and goals. But in this there is no common purpose accepted in advance, the vector of development is determined by the elemental background, as the combined result of the actions of many people impelled by various motives under circ*mstances that they themselves did not choose. An unintended consequence of this development is the disruption of the natural environment, first the local, and with the transition to the industrial era, the global. The role of man in this process is due to his dualistic ancestral nature, the dichotomy of private and common interests. Modern society hypertrophies private interests, giving rise to a type of “selfish individual” with consumer expectations, and economic growth which has already gone beyond the biosphere potential of the planet. Awareness of the elemental background of development leads to an understanding of the need for conscious regulation and control. Instead of development aimed at private interests, there should come development aimed at the common interests of survival and the preservation of nature in a condition suitable for life. The concept of sustainable development is aimed at such a perspective. It is impossible to force the biosphere to develop “for man”, but it is possible to change values, behavior, production methods and consumer habits “for nature”. It is a long and difficult path, and the inertia of resistance is great, so the future remains uncertain.

Abstract:

The 1997 Russian law on religion recognizes Orthodoxy, Islam, Judaism, and Buddhism as the “traditional religions” of Russia. These religions see themselves as having an important role to play in achieving social stability, and particularly in overcoming religious “extremism” and the perceived threat it poses to society. “Traditional'” religions stand shoulder to shoulder, explaining that the values they champion tend towards the creation and preservation of peace and reconciliation in society, and that, moreover, these are shared values, common to all “traditional'‘ religions. Indeed, the primary criterion for identifying a “traditional'” religion in Russia today may be that it is “noncompetitive” with other religions. The Moscow Patriarchate rejects the idea, for example, that Orthodox Christians should proselytize among Muslims. The fact that each religion sees itself as having possession of the “truth” does not endanger the cooperation, harmony and mutual respect among the traditional religions in Russia at the level of official and institutional interaction. Regarding the controversy over the school textbook, Foundations of Orthodox Culture, which human rights activists accused of constituting pro-Orthodox propaganda, an Orthodox priest and a Muslim chief mufti filed a joint claim against those who initiated the case, and a Protestant leader came out in support of the use of the textbook in the public schools.

Abstract:

The research is devoted to the analysis of the concept of takfir, examining its types and es-tablishing social prerequisites for the spread of political takfirism, which has become an urgent problem due to its close relationship with socio-political and economic factors. The work has indicated the ex-istence of a religiously justified accusation of unbelief, which is designed to contribute to the preservation of authentic Islamic teachings and indicate to believers that certain views are not Islamic and the one who adheres to them is not a Muslim. Special emphasis is placed on studying politically motivated but religiously unfounded accusations of unbelief of their opponents by representatives of various radical groups of the past and present. The main goal is to eliminate competitors on the way to achieving power and simply the desire to take possession of the property of a more successful person. The practice of using takfir by Kharijites, a medieval theologian Ibn Tay-miyah and representatives of modern radical groups has been analyzed separately, the comparison has been made and common and different uses of the concept have been revealed. The spread of this practice in the modern world has been called takfiri and it is closely intertwined with the concept of chain takfiri, when those who refuse to accuse others in disbelief in God are viewed as infidels. In the modern world, that has already led to the spread of various extremist concepts that contradict the Islamic creed and its ethical principles, and the creation of extremist groups whose members are united by practising takfir. The radicality of a particular group is now determined by the level of their requirement for a person to be accused of unbelief and the attitude to jihad. Abstract:

The manifestation of human superiority as ‘ahsan al-taqwim’ can be interpreted as the process of developing the level of "inner aspect" of the human called ‘nafs’. In this context the dimensions of ‘nafs’ or soul that exists in the human still leaves a long discussion to be examined further for the purposes of parsing, forecasting and controlling human behaviour, either individually or in groups, both in relation to the field of ‘da'wah’ or education, for the benefit of mobilizing society in nation-building. Therefore, a research on the concept of ‘taswiyah al-nafs’ in the development of the human person becomes important to be conducted. The results has shown that in the process of ‘taswiyat al-nafs’, besides having the freedom of will and choosing between ‘fujur’ or ‘taqwa’ tendencies, man also have the moral responsibility implied as a subtle command and indirectly to take and choose ‘taqwa’. It is because, the essence of ‘taqwa’ is the mastery, control and self-preservation of ‘al-ahwa'. ‘Taqwa’ as an effort of mastery, control and self-preservation is a prerequisite for the process of human development as a civilized being. The effort is essentially a process of an endless human self-development to reach the ideal of ‘insan kamil’—a perfect man reflecting the names and attributes of God—‘al-asma'ul-husna’.

Abstract:

The article defines the main vector of the direction in professional training of future social workers. Definitions of the concepts of social rehabilitation and rehabilitation process are considered. The main aspects of social rehabilitation are disclosed. Based on the analysis of psychological, sociological, complex models of social and socially pedagogical work, models of social rehabilitation are identified: psychological, psychodynamic, behavioral, cognitive-behavioral, humanistic, existential, sociological. The most common approaches to the implementation of sociological models of rehabilitation for social work are analyzed: systemic, ecological, role-playing and radical. The general theoretical foundations of social rehabilitation are described as a component of social and pedagogical activity, their common goals are defined, namely, the preservation and support of the individual, the group in a state of active, creative, independent attitude towards itself, its life and activity. The peculiarities of the organization of social rehabilitation are outlined and the main characteristics of this process are determined. Firstly, this is a gradual solution of problems aimed at restoring the social status of an individual, forming resistance to traumatic situations, forming a person capable of successfully integrating into society. Secondly, social rehabilitation as an end result should be aimed at achieving the ultimate goal, when a person, after undergoing comprehensive rehabilitation, becomes immersed in the socio-economic life of society and feels integrated. Thirdly, social rehabilitation acts in the form of social technology, i.e. a certain way of implementing rehabilitation activities as a result of identifying individual operations placed in a certain relationship and sequence, choosing the most effective methods of influencing the client.

Abstract:

Purpose. In modern society, issues of preserving cultural heritage are of constant relevance. This is due to the ongoing struggle for the realization of the interests of a large number of agents. The participants in this process are executive authorities, academic institutions, commercial organizations and economic entities. The interests of each agent are in their own plane whose extreme points intersect with the planes of other agents. Consequently, all parties involved in preserving cultural heritage have points of convergence of their interests. In order to arrange preservation of cultural heritage as a common project, it is necessary to develop communication at the points of convergence of the interests. For this purpose, the Institute of Archaeology and Ethnography of SB RAS conducted a methodological seminar on March 4–5, 2019, that brought together archaeologists from Western and Eastern Siberia and the Far East. The workshop was attended by representatives of institutions of the Russian Academy of Sciences and executive authorities, as well as practicing archaeologists and experts. The extensive geography of the participants and the opportunity to communicate “at the same table” allowed us to openly discuss topical issues. Results. The main topics of discussion were changes in the federal legislation related to the preservation of cultural heritage. The main issue here is enormous complexity of its adequate and full application at the local level. However, in some cases, efforts of regional executive bodies help to solve these problems quite effectively. The other side of the issue is preparation of proposals for a change in the regulatory documents governing such areas of the economy as forestry and subsoil use. The issue of systematizing information on cultural heritage sites, which is currently accumulated in various institutions, has acquired particular relevance. This is due to its colossal scale and increased interest in the results of analytical studies of the laws addressing spatial location of archaeological sites. Conclusion. The outcome of the seminar was its resolution presented in this paper. The paragraphs of the resolution reflect the main conclusions and proposed solutions that were agreed by various specialists during the general discussion. This event, as a platform for communication, is extremely important for establishing a common position of the scientific archaeological community.

Abstract:

I am a friend to the preservation of the rights of property…but I believe in the subordination of those rights to the public good…. I deny that the people of my Province are insensible to or careless about the true principles of legislation. I believe they are thoroughly alive to them, and I am content that my rights of property, humble though they are, and those of my children, shall belong to the Legislature of my country to be disposed of subject to the good sense and right feeling of the people of that Province.Edward Blake made this declaration about property in 1882. Presumably his beliefs were widely shared by Canadian lawyers, for he was the leader of the Liberal party, the Treasurer of the Law Society of Upper Canada (Ontario), and one of the leading counsel. We seek to explore his beliefs and to reconstruct the understandings of rights in late nineteenth-century Canada, and especially the understandings of common-law lawyers.

Abstract:

Experiences of linguistic shift (LS) and language maintenance (LM) among Saudi postgraduates who had returned home from studying internationally were investigated. Assessment of perspectives of their first language (L1) among the learners and their children was undertaken, in addition to efforts at advocating language maintenance adopted by educational facilities, cultural and religious associations, as well as the learners themselves. Furthermore, the strengthening of language maintenance in particular fields was examined. Semi-structured interviews were carried out to discuss with and observe Saudi postgraduate students, who possessed over five years of study experience in nations where the first language is English. Evidently, no robust ties to their L1 are felt by young learners, even though their language is appreciated by postgraduate learners and they exert themselves to maintain it. Thus, a decline in L1 writing capabilities occurs, while code reversals pervade their L1. The lack of impact on L1 from language shift has been established in recent studies, while the limited duration of the issue was identified in the existing literature. Maintaining one’s L1 is affected by numerous variables, challenging common perceptions. With postgraduate learners studying and working internationally, their instruction in Arabic and English has led to a multilingual society emerging when they return home. However, isolation from and eradication of cultural norms is just one of the various detrimental outcomes of linguicide which stems from language shifts. Accordingly, this study aimed to establish the extent to which a marked change in language ability occurs among Saudi postgraduate learners when they come home.

Abstract:

Current trends in public administration are considered in the context of national security imperatives, in particular regarding prevention and elimination of military conflicts, achievement of international understanding and formation of a global security environment. In recent decades, military conflicts of varying intensity and scale, both in Europe and beyond the continent, have remained a potential threat to Ukraine and all European countries. The research methodology is based on a systematic approach, which, in particular, summarizes modern interpretations of public administration and identifies problematic aspects of reforming modern governance structures amid globalization, informatization and democratization of the society and government. The position on the effectiveness and political perspective of democratic reforms is substantiated. Similar processes are observed in public administration in the security field within the democratic trend aimed at developing a dialogue between society and government through the active involvement of a wide range of non-state actors. On the basis of the dialectical method the trends of public administration development in the field of military security are researched and their ambivalence is argued. The global context of the new consolidated view on the protection of the common future of humanity is noted. The axiological method has provided an opportunity to characterize the processes of securitization of socio-political life and to determine the prospects for reducing its conflictogenity. It is consistently held that the most effective and efficient is the combination of three levels of identity in integrated European societies: maintaining strong positions of the customary national level of self-identification, transnational level of common European values and ethnic level of identity - preservation of historical memory.

Abstract:

Now in Ukraine it is necessary to introduce new philosophy of management. It should be administered at most from upstream, and at least from top down activities. It sounds a little absurdly, but that is how the management is organized in wildlife. We believe that with that management philosophy it is possible to reach the situation, when in the first place there will be the requirements of a common man, rather than oligarchs needs. In biological systems the mechanisms of self-regulation, self-management and self-preservation have been generated for millions of years. These mechanisms are based on phenomena of a system of negative and positive feedbacks through upstream signals from cells to the brain. For human society an effective upstream management system can be direct democracy, when the people in the Territories by voting determine how to solve any particular problems of there local life. Referendums and face-to-face interviews with residents are the ways of introducing direct democracy. In the society the formation of new delibarative and executive structures that would be confirmed by law is necessary for implementation of upstream governance mechanisms. The major purpose of new governing bodies should be the fulfillment of objectives for satisfaing the needs of common people. They could be informed above these needs in an electronic format through smartphones. So basically, smartphones can became those nerve fibres that connect an individual with public authorities. The useful function of "smartphoneization" can be associated with the fact that with its help it is possible to bring into force the mechanism of direct democracy in Ukraine, and through it an upstream management system.

Abstract:

In the beginning of Islam no value had been given to the human life in the world. Savages killings of men by beasts, slaughtering them like animals and burning them just for entertainment of friends, were common .Under the Roman civil law slaves, were regarded simply as things. Their masters possessed the power of life and death over them. The removal of the female womb and premature abortion of pregnancy was not considered illegal or immoral .The sacrificing of human being was also a religious custom. Woman had lost her respect and honour in the world so usually a man was losing his wife in a gambling game .A widow would often commit sittee (suicide) upon the death of her husband in Indian society. Killing wives by their husbands was like a killing of pet animals. The Syrians had been selling their kids to pay the government dues and debt. Every indebted person in Persia would sell himself like a slave. Self-torturing and killing by suicide was also common. Human flesh was cooked and sold in the food shortage of one thousand thirty. In short, the human value reduced to the level of cattle. These evils and cruel practices have been strictly banned by Islam for the preservation of human life.

Abstract:

Globalisation combined with high urbanisation trends affects not only the traditional pillars of sustainability (environment, society, and economy), but also local identity. Customs and traditions are fading away and alienation is the result of new lifestyles deriving mainly from high interaction between locals and foreigners (focus on tourism). Facing the challenge of characterising urban sustainability, reflection on special characteristics of the urban fabric that are affected (spatial dimension of sustainability) is not always considered. Even though a lot of research is dedicated to the characterisation of urban areas’ sustainability, the element of local, regional, and macro-regional identity seems not to be systematically incorporated. This work attempts to develop and test a methodological framework to identify and prioritise the common symbolic elements that constitute the identity of a group of cities and that need to be sustained. The study focuses on the Euro-Mediterranean region. A survey is addressed to 64 scientists from five cities: Dubrovnik, Genoa, Rhodes, Valencia, and Venice. “Urban structure” is revealed as the most important element that constitutes the “Mediterranean identity”. Moreover, the level of threat deriving from mass tourism on the “Mediterranean identity” is estimated. The survey provides insight into the definition of the spatial dimension of sustainability and the determination/weighting of the case-specific component of an integrated urban sustainability assessment tool.
